In a big mixing bowl, toss in the powdered sugar, meringue powder, and 9 tablespoons of water.

Grab your mixer (hand or stand) with a whisk and whip the mix on high for 1.5 to 2 minutes. When you pull the whisk out, the icing should flow smoothly and settle in about 5-10 seconds.

For icing that's too stiff, mix in a spoonful of water at a time. For runny icing, whip it more to add air, or sprinkle in extra sifted powdered sugar.

Spread it onto your cookies. A thin layer will harden fully in around 2 hours if left at room temp.
